This is the location used by most experienced windsurfers at Buckland's Beach. Good parking, enough space (grass) to rig, and only a short distance to cross to the water. Works at all tides.
Wind Direction
Best in Southwesterly to Northwesterly.
With SW it's easiest to sail north of the sandbank. With NW south of the sandbank works best, but that means partly sailing over the shipping channel.
Hazards
Not for beginners. You have to pass the moored boats, which requires some skills. When the tide is getting low, the water is being sucked out at great speed, there's no way you can swim against that. Next you have to pass a busy shipping lane, so watch out. And make it past the shipping lane quick. Once you have done that, you're in a really safe area for blasting, chop hopping and free styling.
