California Street, or C-street as most people call it is a very popular surfing area. Ajacent to the Ventura County Fairgrounds there is usually plenty of pay parking. There is also a small free parking lot but it is usually full. C-Street usually gets a 1-3 ft swell when all other areas are flat, when there is a NW swell then it can get pretty big there. Winds are usually out of the WSW (side on shore), in the 8-15mph range and sometimes more. I know people who sail there when the northeast winds blow 20+ mph but they are advanced sailors that can sail in side off-shore winds. There are also clearing winds after a storm with some pretty big waves, then all the local heros come out to get big airtime.
The wind usually picks up around 11:00am and will blow 8-12 mph, enough to mess up the surf but not enough to windsurf, then maybe pick up by 3:00 pm to 15-17 mph. The last couple of years has seen more kite surfers there.
There is also a bike path and board walk so you can bring your non-surfing/windsurfing significant other and they can walk/run/bike/skate while you shred.
There is a Doubletree, Motel 6 nearby and the Crowne Plaza is right on the water. The town of Ventura is kind of a funky beach town with plenty of restaurants and surf shops so it's a great place to spend the weekend.
