Cedar Key is a very quiet town with your usual rural Florida sensibilities. If you windsurf here, you'll likely be the only one going out so don't be surprised about strange looks. The water is brackish and very cloudy. There are tons of oyster shells in the beach/launch area so booties with thick enough soles are an absolute MUST!
This place is highly tidal, and there can be a reasonably strong current in the boating channel. At very low tides, this location is not sailable. The spot works best on SW or East winds. S or SSW can be ok, but any wind can be shielded by the small "island" or "key" just to the South (The name escapes me now, but it's very cool to sail to. It even has a very old graveyard on it... wear bug spray!). There is a reasonable amount of small fishing boat traffic here. Not too much to be scary, but enough to have a safety net.
I haven't sailed here in 5 years, but I have very fond memories of skipping classes in Gainesville to drive 45 minutes to sail here. A longboard day touring the islands would be a slice of heaven. The sunsets are worth the drive.
