I've sailed this in a NE, and it's an easy place to park and unload at the end of Cottosloe Ave, and has nice flat water with some sandbanks half-way across the channel to give you some ramps. I suspect they get exposed - or close to exposed - at low tide so if I had the choice I'd go at high tide.
If the wind swings more N getting back to your launching point can be a challenge as you get huge dead spots about 50m off the beach. But the southern end of the beach curves right around so this should minimise the walk of shame. Check out the sand dune hill at the southern end - I saw people riding down it.
Lots of families use this beach too, so make sure you're confident rigging your gear and moving it around other people. Try carrying your sail on your head.
