Crown Point/Mission Bay is a great saltwater spot in San Diego for relatively flat water conditions. It can be a great spot to learn on a typical day when the winds are light (5-10 kts). Wind is usually from the W or WNW but can be from the E or S when the Santa Ana's roll in the late fall/winter. Days typically start out calm with wind building in the late morning, then dying off in the late afternoon/evening. Best winds are typically between 1200-1600. The typical light wind day is great for the beginner but there are occasionally the epic days with wind speeds in the 15-25 kt range. These days mostly occur in the winter/spring and you will definitely be sharing the water with other wind/kite surfers. Chop is usually light but can vary depending on wind, tides...wakes from power boats can give opportunities for surfing on heavy chop. On any day you will likely be sharing space with wakeboarding boats, sailboats, stand-up paddlers and any other type of small watercraft. A good tip here is that the northwest portion of Mission Bay, "Sail Bay" has designated speed rules during the winter months...they are not always followed but can help keeping the motorboat traffic away.
There are lots of spots to park/rig around Crown Point and Mission Bay, just look at Google maps and decide where you want to launch from. Fanuel St. park has a nice grass rigging area, as does the park on the East side of Crown Point. There is not much in the way of windsurfing gear suppliers in San Diego, but there are windsurfing lessons available at Mission Bay Aquatics.
