Cypress Point Park is located west on Cypress Street in Tampa. Drive past all the office parks and then through the last one on the left at the very end of Cypress Street. The park has a decent amount of parking, two picnic shelters and lots of grass for rigging.
This spot is ok for all wind directions except easterly which is off-shore with lots of wind shadows. Southerly gives very flat water due to I275 crossing the bay just south of the launch. A westerly wind gives more chop, and northerly is fairly flat as well.
Cypress Point is a little known park and I have never seen it crowded. Some kiters frequent this spot occasionally.
The closest iwindsurf loation is Tampa Int. but the winds at Cypress Point are usually closer to the readings for St. Petersburg (especially for anything westerly).

PS: The parking lot at the park is not seen in the Google satellite image because it's a fairly recent development.
PPS: Planes coming in for landing at Tampa International Airport come in pretty low right over your head. Kinda cool, but also kinda loud.
