Berkeley is a pretty safe place to sail. The only real issue here is that sometimes the wind will simply shut off with absolutely no warning. I've actually done a "self-rescue" here, rolle everything up, lay it on the board, and paddle it in. If you get more adventurous you can sail upwind and go to all kinds of places. The olympic circle, Treasure island, the end of the pier, etc.
