Hove is best in SW/W wind, WNW can also be ok if a bit gusty. The shorebreak can be challenging, especially when the wind gets close to onshore (SSW) or away from low tide. There are groynes along the beach at regular intervals which you'll want to avoid, but they're far enough apart not to be a big problem unless it's dead onshore.
There's also a man made lagoon behind Lagoon Watersports (http://www.hovelagoon.co.uk/) which is perfect for beginners. They have lessons, kit hire and kit storage and rescue cover.
