Jetty Park is a nice place to windsurf or Kitesurf. If the wind is light and the rest of the Cocoa area is closeout shorebreak Jetty can be a good spot to get out.
Depending on the time of year there can be many people in the water. There are cones put up by the Lifeguards and you cannot surf, windsurf or kite withing the boundaries of the cones. Of course swimmers are allowed anywhere so you have to keep an eye out for pedestrians in the surfline.
$5.00 fee to enter the park.
