Rock Creek (AKA Mosier) works best on a W or WNW wind. It can sometimes be the one place that is blowing in the central corridor when sites in Hood River shut down.

This site has been greatly improved over the past few years, and there is a municipal parking fee for use of the area ($3/day, or buy a seasons pass). There are no restrooms or water, although there have been porta-potties in the parking area some seasons. Parking and rigging is stone/gravel with a few grassy patches. It's about 100 yards to the launch area from the parking lot, via a dry creek bed under the freeway.

The launch area is a rocky spit with a sandy downwind 'lagoon'. Launch off the sandy side of the spit for more gentle (but windshadowed) access. Often it's 20-50 yards out to the steady wind line. The far WA side is often wind shadowed as well.

The river is wide here so usually space is not an issue on the water. However the launch area can get very busy on windy days, with rigs stacked almost on top of each other. Downwind of the main launch is a shallow section of shoreline that is good for beginners to work on skills. Watch out for deadheads if you get too far downwind.
